How to get the set:
There are four items within the Stormshroud set, each of which is crafted by Leatherworkers. Three of the recipes are drops and the fourth is purchasable only from specific vendors. As such, not every Leatherworker will be able to craft these items, but nevertheless there should be a few around who can if you look hard enough.
If you haven’t had much luck getting the Stormshroud Shoulders crafted, the Exceptional Stormshroud Shoulders might be a suitable option for you. They are available for 2175 Honor from the Wintergrasp Quartermasters and Honor Heirloom vendors.
The shoes added to this set are just a simple addition for the sake of aesthetics. You can of course choose whatever footwear you like to go with the Stormshroud gear, but this is a potential option. It is a low level trash mob drop that you are most likely to find on the Auction House on occasion. We’re currently working on finding a suitable replacement for transmogrification purposes.
Note: The chest recipe no longer drops post-Cataclysm, although the item can still be made by those who have previously acquired the pattern.

The Shadowstep Striders (http://www.wowhead.com/item=29248) are *great* boots for this set.

Due to the arrival of Cataclysm the chestpiece has been lost.Is there any replacement to this?

Since the chest was made from a recipe, I’m assuming the players who has the recipe can still craft the chestpiece, even if that recipe doesn’t drop any more. So it should still be possible to get the Stormshroud Armor, although I don’t know of any alternatives.

There are two chest alternatives.
The closest is the Darkstorm Tunic (http://www.wowhead.com/item=31718). The only difference are the recolored forearms. The gloves mask that, giving you a perfect facsimile.
There is also the Tombstone Breastplate (http://www.wowhead.com/item=13944), which is a sleeveless version.

The Model in this should be a Human. Just sayin.
But the main thing is that he’s not wearing the shoulders in the picture But they are listed on the side.

Sadly not as part of the set.
I don’t know of any boots not part of the Stormshroud set that shares the look and would thus fit,which is why we went with simple shoes to just have something instead of bare feet.

The model with the appropriate texture is in game, I just don’t think it is accessible to players :c

There actually IS (er, or WAS) a matching set of boots for Stormshroud to complete your Van Cleef look.
Boots of Displacement (http://www.wowhead.com/item=23073), from Naxx 60 had the matching skin.
(I have ’em, I farmed Naxx 60 at level 70 *just* for the boots.)
Those boots plus 2 Cruel Barbs and a Red Defias Mask really go the distance. :)
